
Collins was appointed to the Independent Assessment Group which facilitated the merger of the League of Ireland and the FAI in 2006. He was appointed to the FAI National League Executive Committee in 2007 and was a serving member of the committee.
Cork-born Collins, 75, worked in the building industry. He had a lengthy involvement in Charlton Athletic becoming a director of the London club in 1981 and briefly served as Chairman in 1983 then had a second spell in that role between 1987 and 1989.
He was a Director at the Valley up until 2009 and continued to attend the club's games up until the time of his death.
"I met Richard many years ago and it was clear from that the start that he was very proud of being from Cork and that he had a lot to offer Irish football," said FAI CEO John Delaney.
"Richard was a very valued member of the National League Executive Committee and he brought a lot of knowledge into the role from his involvement with Charlton Athletic.
"He will be sadly missed and we will pay tribute to him at the Moldova game next month. Our condolences to his family and friends at this sad time."
